Ming-yam Wong

Ming-yam Wong, Chairman, Hong Kong Applied Science and Technology Research Institute (ASTRI)

Mr Wong Ming-yam is the Chairman of InnoLink Investments Limited. He is also the Director of a number of companies including eSPOT Company Limited, eSPOT Lighting Limited, Synxia Photonic Technology Limited, Top Brilliant Technology Limited, and Sanwa Technologies (Holdings) Limited (SEY Company). He is a Non-Executive Director of Sanwa BioTech Limited as well as an Independent Non-Executive Director of DeLight Power Products Limited. Mr Wong is an industry veteran with over 35 years of experience. Previously, he worked as the Chief Executive Officer of Elec & Eltek Display Technology Limited and as a Senior Vice President of Royal Philips Electronics. During his tenure at Philips, apart from running the operations of Audio Video Entertainments, he was also responsible for overseeing the supply chain and technology development.

Currently, Mr Wong is the Honorary Chairman of Hong Kong Electronics & Technologies Association, Honorary Chairman of Hong Kong Critical Components Manufacturers Association, Fellow Member of Hong Kong Green Strategy Alliance, Chairman of CreateSmart Initiative Vetting Committee of Create Hong Kong, and Ex-Officio Member of the Committee on Innovation, Technology and Re-industrialisation of the Hong Kong SAR Government. He mentors a number of youth and entrepreneurship development schemes such as Member of the Selection Committee and Hong Kong Mentor of the Asia America Multi-Technology Association’s Pearl River Delta Cradle Programme, and the Hong Kong Innovation and Technology Scholarship Award Scheme 2017. He is also the Chairman of the Board of Directors of ASTRI.

Sihan Bo Chen

Sihan Bo Chen, Head of Greater China, GSMA

Sihan Bo Chen is the Head of Greater China, GSMA. GSMA is the world largest mobile trade association representing the interests of mobile operators worldwide, uniting nearly 800 operators with more than 300 companies in the broader mobile ecosystem. Sihan represents GSMA in Greater China region working closely with governments, mobile industry leaders and its ecosystem, to encourage industry innovation, promote advanced technologies and business models, and enhance the sustainable growth in the industry. Sihan joined GSMA in 2011 from London and then relocated to Hong Kong later of the year. She was the Vice President, Business Development of Asia and has been the key figure and leader in the development of GSMA in Asia. Prior to GSMA, Sihan has extensive experience in media, government relationships and business management in both mainland China and the United Kingdom. Sihan holds an MBA degree from the University of Surrey and a Bachelor of Arts in Education.

Dr. Meikei Ieong

Dr. Meikei Ieong, Chief Technology Officer, Hong Kong Applied Science and Technology Research Institute (ASTRI)

Dr. Meikei Ieong is Chief Technology Officer of the Hong Kong Applied Science and Technology Research Institute (ASTRI), responsible for the overall R&D strategy and execution of key research initiatives including Smart City and National Research Center in ASIC System.

Prior to this, he held various leadership positions in leading technology companies, including Vice President of TSMC Europe B.V., 28nm R&D Director at TSMC, Taiwan, and senior manager of Exploratory Devices at IBM T.J. Watson Research Center, Yorktown Heights, NY. He was adjunct professor at the Electrical Engineering department of Columbia University, NY.

He holds a PhD degree in Electrical and Computer Engineering from University of Massachusetts, Amherst and an MBA degree from the MIT Sloan Fellows Program at MIT School of Management. He has published more than 100 papers in journals and conference proceedings and more than 80 patents. His publication has more than 9,000 citations.

Dr. Ieong was General Chair of the IEEE International Electron Devices Meeting (IEDM) (2010) and served in the technical committee in many international conferences such as IEDM, VLSI Technology Symposium, EDTM, VLSI-TSA and IWCE. He serves in the Board of Governor of the IEEE Electronic Devices Society (EDS). He is a member of the IEEE EDS Electronic Material committee and publication committee. He is also chair of the IEEE EDS Education award committee (2013-present). Dr, Ieong is an IEEE Fellow in recognition of his leadership and contributions to Complementary Metal-Oxide-Semiconductor (CMOS) Device Technology.

Joe Guan

Joe Guan, Head of Public Policy, Greater China, GSMA

Joe Guan manages the public policy agenda for the Greater China region. He leads engagements with governments and regulators as well as outreach to institutions and think-tanks. He advocates for members’ common interests, provides expert advice on policymaking and thought leadership to the evolution of policies and regulations. Joe is also active in capacity building and policy debates at regional and international forums. Previously, he led the GSMA spectrum policy programme in Asia Pacific.

Before joining the GSMA, Joe worked for the New Zealand Ministry of Business, Innovation and Employment — in a variety of roles ranging from radio engineering, spectrum licensing, compliance, to project management. He was heavily involved in the development of the New Zealand government’s online register of radio frequencies and its online spectrum licensing and compliance systems.

Dr. Henry Wong

Dr. Henry Wong, Head of Strategic Wireless Technology and Core Networks, HKT

Dr. Wong is responsible for the strategy of Mobile Broadband Development, Spectrum Planning and Mobile Network Architecture Design including 4G, IoT, and Network Transformation to 5G. Dr. Wong oversees the Transformation Project from the experience of the customer journey for service transformation, the design thinking methodology for business process transformation, and the network infrastructure transformation.

Dr. Wong has over 25 years of experience in mobile industry. He is an Alternate Board Member of NGMN and achieved the BSc (Hons) in Computer Engineering from the University of Manchester in the UK, a PhD in Mobile Radio Telecommunications from the University of Southampton, and an MBA from the University of Hull.

Ir. Dr K F Tsang

Ir. Dr K F Tsang, Chairman of IoT Committee, Smart City Consortium

Dr. K F Tsang joined City University of Hong Kong (CityU) in 1988 and is now an Associate Professor and also the Director of Wireless Sustainability Center, Department of Electronic Engineering, City University of Hong Kong. KF has been enjoying his teaching, research and services at CityU. Besides that, KF has been working closely with the industry on numerous Internet of Things (IoT) developments.

KF has published about 200 technical paper and four books/chapters. He has been actively engaged in professional activities including the Interviewer for CEng IET (2002 till date), the Chairman of IET Electronics Section 2003-5, The Chairman of IEEE Consumer Electronics Hong Kong Chapter 2008, the Chairman of Chinese Institute of Electronics Hong Kong 2006-2010, the Chairman of the “Internet of Things Special Users Group Hong Kong” (2015-date), the Chairman of HKIE Electronics Division (2015-16), the Chairman of Technical Committee “Cloud and Wireless Systems for Industrial Applications” of the IEEE Industrial Electronics (IE) Society (2015-date). To help promotion of IoT activities and offer expert advice and recommendation to the Hong Kong government, KF has been made the Founding member of the Smart City Consortium (SCC) as well as the Chairman of “Internet of Things” Committee.

Ir. John Chan

Ir. John Chan, Deputy Director, Technical Services, CLP Power Hong Kong Ltd

Ir. John Chan graduated from Queen’s University, Canada in Electrical Engineering (Computing Engineering Option), obtained his MBA from Chinese University of Hong Kong in 1999, and received his Master (MSc) degree in Electrical Engineering (Power Systems) from Polytechnic University of Hong Kong in 2012. He started his career as a Graduate Engineer in the MTR Corporation Limited working on various telecommunications systems. He later progressed his career in CLP Power Hong Kong Limited, in which he has taken up various posts in different engineering and business areas, including telecommunications, telemetry, knowledge management, business process review, offshore wind farm feasibility study, corporate strategy & regulatory management, business strategy development, distribution plant and network construction. He is currently the Deputy Director – Technical Services of CLP Power Hong Kong Limited, overseeing technical functions including Telecommunications, EV Charging Infrastructure development, Power Quality, Metering, Telemetry, Protection Support, Electrical Services & Workshop and Security.

John is also very active in serving the engineering community. He has been an active member in the IET Hong Kong Electronics and Communications Section (ECS) since 2003 and an IET Hong Kong Branch Committee member since 2016. He has been a career ambassador of the HKIE since 2007, and a HKIE professional assessor since 2015. He is currently also the Vice Chairman of the HKIE Electronics Division.

Ir. Wilson Kwok

Ir. Wilson Kwok, Chairman Electronics Division, The Hong Kong Institution of Engineers

Ir. Wilson Kwok holds a Bachelor degree in Electrical and Electronic Engineering from the University of Hong Kong and a Master of Business Administration degree from the Chinese University of Hong Kong. He started his engineering career as a Graduate Trainee of the Hongkong Electric Co., Ltd. in 1992. He is currently the Chief Technical Services Engineer of The Hongkong Electric Co., Ltd, responsible for the reliable operation of the communication systems, power system protection and SCADA system for supporting the world-class electricity supply reliability of the HK Electric.

Wilson is now a Fellow Member and the Chairman of the Electronics Division of the Hong Kong Institution of Engineers. He is also member of a number of technical committees including the Technology Voucher Programme Committee and the Expert Review Panel of the Hong Kong R&D Centre for Logistic and Supply Chain Management Enabling Technologies.

William Tse

William Tse, Head of Strategic Engagement, Hong Kong, Taiwan, Macau, GSMA

William Tse has joined the GSMA in 2013 as Market Development and Strategic Engagement Director, APAC. He is currently driving the GSMA strategic initiatives, such as Future Networks, Identity and IoT Programme etc., with Greater China and Asia operators’ engagement and ecosystem strategic partnership, etc. Prior to joining GSMA, William had more than 20 years of experience in Ericsson, Nokia and Nokia Siemens Networks, as Head of Strategy Sales and Head of Solution, working in strategy & sales development in networks, services, business and multimedia domains. He and his team achieved the market & customer breakthrough in Japan, Australia, Philippines, Thailand, and Indonesia markets in a number of deals. William has an MSc and a MBA academy qualification from CUHK and HKUST respectively ranked top list in the world.

Ms Leonie Valentine

Ms Leonie Valentine, Managing Director, Sales & Operations, Google Hong Kong

Leonie Valentine is Managing Director, Sales & Operations of Google Hong Kong. She has over 20 years of experience in marketing and sales, and has served as Director of Customer Experience for Asia Pacific at Google for the past two years.

Prior to joining Google, Leonie was Executive Vice President, Customer Service & Operations at CSL Limited. Earlier, she held the position of Chief of Staff for Telstra International Group, and was a member of the Executive Leadership Team charged with managing Telstra Corp’s business growth and assets outside of Australia and New Zealand.

Leonie holds an Executive Certificate in Business Administration from the Australian Graduate School of Entrepreneurship of Swinburne University, a Master’s Degree in Communication Management from the University of Technology, Sydney, and a Bachelor of Science from Melbourne University.

Scott Likens

Scott Likens, New Services and Emerging Technologies Leader, US, China, Japan, PWC

Scott Likens is a seasoned management consultant and digital strategy executive with more than 20 years of experience. He has specialized in combining business and technology to deliver actionable strategies for a variety of clients across a diverse set of industries.

His experience includes digital strategy, technology enhanced business strategy (IT Strategy), enterprise architecture (especially as it relates to emerging technologies), agile engineering and technology transformation. His industry experience includes eCommerce across most consumer facing industries, Airlines, Travel and Leisure, Insurance and Financial services.

Dr. Patrick Tsie

Dr. Patrick Tsie, Senior Director, Technical Marketing, Qualcomm

Dr. Patrick Tsie serves as Senior Director – Technical Marketing of Qualcomm International Inc for more than 15 years. He is responsible for promoting the advanced wireless technologies and Qualcomm product solution in South East Asia region. Patrick also leads a team to provide advice & consultancy for the technical engineering solutions to the regional operators. Patrick has vast experience to work with both carriers and device manufacturers on developing solutions for the regional needs.

Patrick received his Ph.D. degree in Mobile Communication from the King’s College London.

Kok Tin Gan

Kok Tin Gan, Partner, Cyber Security, PWC

Kok-Tin Gan is a partner within PwC’s Risk Assurance practice with over 12 years of experience in IT governance, cyber security strategy and framework, cyber security governance, security management, IT risk, technology architecture and ethical hacking.

Kok-Tin is extremely well versed in developing a holistic cyber security strategy, banking technology risk management guidelines and technical review tools. He is also one of the co-author of many technology risk management guidelines issued by the financial regulator in Asia.

Rita Chan

Rita Chan, Partner, Deloitte

Rita Chan is a partner in Deloitte Consulting leading the Oracle and Analytics & Information Management practice in Hong Kong. She is a customer-focused and technically savvy senior executive who has over 20 years of experience in management consulting and system implementation, specializing in project management, business process re-engineering and large scale system implementation. She has hands-on and proven experience in Accounting Operation from budget planning to management reporting and consolidation and IT Department Operation from vendor/ package selection to infrastructure planning and maintenance.

Frederick Fu

Frederick Fu, President, Avnet Asia Pacific

Frederick Fu is the President for Avnet Asia Pacific, based out of Hong Kong.

Frederick has more than 30 years of experience in the electronics industry across Asia in a variety of positions including engineering, marketing and business management.

Most recently he was Regional President, Avnet China. Prior to joining Avnet, Frederick worked in various sectors in the electronics industry such as semiconductors IDM, hard disk drive and the EMS business. He was Chief Marketing Officer at Surface Mount Technology Ltd., responsible for worldwide marketing and building a global network for the company. Before that he was President of STMicroelectronics Taiwan where he spent 14 years with STMicroelectronics Taiwan and STMicroelectronics Singapore.

Frederick holds a Master’s degree in Industrial Engineering from the University of Hong Kong.

Peter Koo

Peter Koo, Partner/Principal, Deloitte

Peter Koo is the Partner of the Audit Advisory in the Hong Kong and Mainland offices with the responsibility of supporting the audit function in its risk management of the information systems. He leads the firm’s IT Audit Advisory service line in the Greater China Region. He has worked for Deloitte in different countries and has broad experience working in the areas of FinTech, Cloud, Big Data, System Processing Consulting, Internal Audit, Risk Management Consulting and Business Process Re-engineering. Peter is certified to implement WebTrust Assurance Services and is a founder for the Hong Kong office’s Certification Authority/PKI initiative. He is also an active member of PBOC electronic banking expert panel and China Director of Information Systems Audit Control Association.

Sundi Balu

Sundi Balu, CIO Global Enterprise Services and International, Telstra

Sundi Balu is the Global Enterprise & Services and International Chief Information Officer for Telstra based in Hong Kong. He is responsible for overseeing the management and direction of international information technology and Cloud Services at Telstra. He is also the founding chairman of the Asia Cloud Computing Association.

Sundi has over 20 years of experience in various functions of IT and consulting. He was previously the CIO of Reach, a joint venture between PCCW and Telstra and has held several senior technology roles at National Australia Bank in Asia, including program director and head of projects Asia.

Dr. Andrew Wat

Dr. Andrew Wat, Director, Cyber-Security & Analytics, ASTRI

Dr. Andrew Wat has over 20 years of experience in ICT operation, development, strategy and adoption. He collaborates with industry partners/customers to formulate applied research projects to fill the gap they are facing. He is currently Director in Security and Data Sciences in ASTRI. His group applies and develops analytics and machine learning algorithms and systems for cyber-security analysis. Besides big data analytics and cybersecurity, he has great interest in algo-trading and robo-advisor, technology adoption and Internet business model. He also served as a mentor in ASTRI Innovation Runway, an incubation programme for university students. His mentees won several pitching competitions during the programme and has founded their start-up working in retail big data solution.

Sianne Ryder

Sianne Ryder, Head of Events, MWC Shanghai, GSMA

Sianne Ryder joined the GSMA in 2005 as part of the sales and business development team working on commercial strategy for launch events, programmes and initiatives such as GSMA’s App Planet, Mobile Gaming, Youth Mobile Festival, the start-up programme 4YFN and most importantly the move of our Asian based event from Macau to Hong Kong and then to Shanghai. She also account managed some of the largest brands including Samsung, Huawei, Qualcomm, Korean Telecom, Facebook, Microsoft and Fujitsu across our GSMA event portfolio.

Prior to the GSMA, Sianne worked as Sponsorship Director on retail banking and credit card events for The Lafferty Group/VRL Publishing

Recently Sianne relocated from London to Hong Kong to lead the Mobile World Congress Shanghai event. Reporting to the GM, Events Sianne is responsible for the overall event P&L and strategy.

“Smart City and the IoT Era – An Industry Summit” is co-organized by Hong Kong Applied Science and Technology Research Institute (ASTRI) and GSMA. It will highlight just how important digital economy and connected machines have become to our everyday lives and the impact they are currently having on enterprises and people alike. The event will showcase different perspectives under Smart City and IoT from global innovators and new standard-setters.
